Not much new feedback to give from that pk3 as the model is still in an early state. (Remember to add model size/offset config files to pk3s.)

Model, normal and specular map look fine to me. Diffuse color is a bit off compared with the other models. You should have a look at our Marauder and Tyrant model. The Marauder is the next smaller, the Tyrant the next bigger alien class, so the Dragoon should resemble both of them to a degree. Both ...

A continuous beam wouldn't make the weapon less of an assault weapon. But yes, if we easily get two machine gun models ingame, we can make one be a small caliber, rapid fire, rare reload type of gun while the other shoots heavy bullets but less frequently.
