Yes, they are shot and regrow afterwards. More precisely, the model will have a shooting animation that hides the spikes at the end. After that there is a "reload" animation where the spikes regrow on the model. The moment where the spikes are hidden on the model, the actual missiles will be spawned, using a single spike as their model.
Note that the missiles are completely independent of the spiker – both angles and the amount of spikes can differ slightly as the spikes will fly so fast that you wouldn't notice if their number doesn't match the amount of spikes on the model precisely. You would also not notice the fact that the flying spikes are all identically in size, as long as the spike size variance on the model isn't too big. I assume we'll spawn up to 15 missiles (the lower the better for network performance), so 20 should be a soft limit for spikes on the model.
If the shell is less sturdy, we can make the Spiker deflate a bit when it shoots and inflate again while the spikes grow back.

Debian and Ubuntu packages (squeeze, wheezy, sid; 12.04, 12.10, 13.04) may work on derivatives

If by the current leech and the former hovel, then yes it is similar, but it is quite different from the new leech.
